Monitoring of RSETIS

Recognizing the contribution of RUDSET Institutes for over 25 years in addressing the problem of un-employment in the country, Government of India has desired that a RUDSETI model Institute in each District of the country should be established under the name and style –Rural Self Employment Training Institute(RSETI), to be sponsored by the concerned Lead Bank in the District. In pursuance of this direction, over 350 RSETIs have already come up in different districts across the country. The National Academy of RUDSETI [NAR], an extended arm of RUDSETI having its Head Office in Bangalore is operating as an apex level training Institute for RSETIs.

The Ministry of Rural Development [MORD], Government of India, with a view to ensure uniform standards of training and professional administration in all the RSETIs, felt a need to put in place a mechanism for monitoring and capacity building of all the RSETIs. To achieve this objective, the Ministry has entered into a Memorandum of Understanding [MOU] with NAR on 29 July 2011.
The highlights of this MOU are as under:

• The National Academy of RUDSETI(NAR), shall mentor and monitor the RSETIs across the country for a period of 3 years. Each RSETI/RUDSETI to train 750 Below Poverty Line(BPL) candidates annually and achieve a settlement of 70% of trained candidates establishing micro enterprises within 3 years.
• The National Academy of RUDSETI has established an exclusive monitoring Cell headed by a Chief Project Co-ordinator. The NAR shall also continuously train the Director and faculty of RSETIs which shall result in systematic building up of capacity of RSETIs for effective training and facilitation of trained candidates.
• NAR has prepared an annual action plan for capacity building and monitoring of RSETIs in association with MORD clearly defining the role responsibilities of all the stakeholders. The action plan shall be implemented in a time frame.
• NAR shall continuously develop tools for improving the effectiveness of the RSETIs. These may include development of common curriculum, mechanism to monitor the performance of RSETIs, quality audit, training aids, and incentive schemes, on line MIS etc.
• NAR shall also review the training inputs, methodology, mentoring and monitoring mechanism continuously to ensure that the same is in synchronization with the changing market demands.
• The Chief Project Coordinator of Monitoring Cell, NAR with the assistance of state level co-ordinators, shall implement various interventions designed for effective functioning of RSETIs and continuously monitor the progress to achieve the desired objectives.

Monitoring Cell Team

K.N. Janardhana, Chief Project Coordinator

A Post Graduate in M.Sc. [Agri], he started his career in 1984 as Rural Development Officer of Syndicate Bank and worked in various rural branches in North Karnataka. Thereafter he has worked as Director of RUDSETI, Udupi for 2 years and for 4 years at the Priority Sector Wing of the Bank. From 2003 onwards, he was Lead Bank Manager of Noida, Ghaziabad in Uttar Pradesh and Bellary in Karnataka State.

He has undergone training at EDI, Ahmedabad, BIRD Lucknow and NIBM, Pune. He was a State Level Jaycee Trainer in Personality Develoment. He is a regular visiting faculty at CAB, Pune, BIRD, Lucknow. He has participated in the National/State level workshops organized in connection with promoting RUDSETI.

From May 2007 onwards he worked as Executive Director of RUDSET Institutes from Ujire, Dharmasthala where he brought out various reforms in improving the quality of the administration and training at all the RUDSET Institutes and was instrumental in organizing Silver Jubilee function of RUDSETI in 2008. During his tenure, he was responsible for opening 3 new RUDSET Institutes. In September 2010 he was promoted as Chief Manager.

As Executive Director of RUDSETI, he was responsible for opening of National Academy of RUDSETI at Bengaluru for organizing National Level Training to RSETI Directors. He has "Dr. K. Shivaram Karanth Sadbhavan Award" during 2008 and has presented a paper on "Women Empowerment through RUDSETI" at an International Conference held in Thailand.

Presently he is the Chief Project Co-ordinator at the office of the Monitoring Cell for RSETIs, National Academy of RUDSETI, Bangalore in-charge of mentoring and monitoring over 475 RSETIs across the country.

K.N. Nagendra Babu, Director

Sri Nagendra Babu K N, a Commerce and Law Graduate started his career in SyndicateBank in 1979 and has served the Bank in various capacities. In the course of his service he has completed CAIIB and PGDHRM from the Karnataka Open University, Mysore. During his tenure as Joint Director of RUDSETI, Mysore for 5 years from 2002-07 he has conducted more than 50 EDPs, training around 2500 youths. Soon after he was posted as Manager (Law), at the Head Ofice of the Bank in Manipal. He was the resource person and course coordinator during the TTPs conducted by RUDSETI in Dharmasthala. Presented a paper on “Women Entrepreneurship” at a National Seminar at NIRD, Hyderabad. He was involved in restructuring and redesigning PMRY Trainer’s Manual brought out by RUDSETI.

Presently he is on deputation as Director in the office of the Monitoring Cell for RSETIs, National Academy of RUDSETI, Bangalore.
